I worked in the public sector from age 23 to 42, and in the private sector ever since, in jobs of a similar level of responsibility. It was only last year that my salary in the private sector exceeded my salary when I left the public sector in 1995. The private sector has a few mega-rich top cats, and a lot of drones on £18-25,000. The public sector seems to have a lot more people in the middle, say at around £35-45,000.
