This is a great song and a great video. I first saw it on a web site that is now, sadly, dead - Special Ten TV, catchline "curating the web". I don't know why Special Ten vanished. It did everything from music to art house shorts. This is Gotye; real name Wouter De Backer, born in Belgium, raised in Australia.
The video has a sort of hipgnosis look to it.
